REGULAR MEETING OF THE CITY COUNCIL

 

JANUARY 24, 2006

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 24th day of January 2006 at 7:30 o’clock P.M.  Present were:  President of the Council: Paul Foy; Council Members:  Larry Cumming, Tanya Gieschen, Mark Knudsen, and James Rezac.  Absent:  None. City Manager: Steve Krajewski; City Clerk: Jane M. Skinner; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on January 20, 2006 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

 

President Foy called the attention of the Council to the Consent Agenda for the meeting which was prepared and distributed to members of the Council on January 20, 2006.  President Foy noted the Consent Agenda consisted of two items and asked if any member of the Council would prefer that any item on the Consent Agenda be removed and placed on the Regular Agenda for discussion.  No Council Member asked for any item to be removed.  Councilwoman Gieschen moved to approve the Consent Agenda.  The motion was seconded by Councilman Rezac.  All present Council Members voted “Yes”.  Absent: None.  Motion declared carried and the Consent Agenda was approved as follows:

Council President Foy proclaimed February 5-11, 2006 as Scouting Anniversary Week.

 

Council President Foy proclaimed February 3, 2006 as “Wear Red for Women” Day in the City of Ogallala.

 

Council President Foy proclaimed January 29, 2006 through February 4, 2006 as Catholic Education Week in Ogallala Nebraska.

 

Drew Krab, on behalf of the Ogallala Optimist Club, appeared before the council presenting an update on the restoration of Humphrey’s Pond.

 

Councilwoman Gieschen moved to approve the minutes of the regular meeting held on January 10, 2006.  The motion was seconded by Councilman Rezac. The following Council Members voted “Yes”:  Paul Foy, Tanya Gieschen, Mark Knudsen, and James Rezac.  The following Council Members voted “No”:  None.  Absent: None.  Abstain:  Larry Cumming.  Motion declared carried.

 

Police Chief Dave Kling appeared before the council regarding the purchase of a 2006 Police Package Vehicle.  Robert Cochran and Ron Schmidt of Schmidt Motors appeared before the council regarding the 2006 Police Vehicle Purchase. 

 

Councilman Rezac moved to table the 2006 Police Package Vehicle until further information regarding the vehicles could be obtained.  The motion died for lack of a second.

 

Councilwoman Gieschen moved to accept the low bid of $18,687.00 from Cox Chevrolet for a 2006 Chevy Impala.  Councilman Knudsen seconded the motion.  The following Council Members voted “Yes”:  Tanya Gieschen, Larry Cumming, and Mark Knudsen.  The following Council Members voted “No”:  Paul Foy, and James Rezac.  Absent: None.  Motion declared carried.

 

Police Chief Dave Kling appeared before the council to present the 2005 Annual Report for the Police Department.

 

Mike Milius of Olson & Associates appeared before the council updating them on the flood plain analysis.

 

Councilman Rezac moved to approve plans, specifications, bid advertising and opening dates for the runway rehabilitation project (AIP Project No.: 3-31-0061-04).   The motion was seconded by Councilwoman Gieschen.  The following Council Members voted “Yes”:  Paul Foy, Larry Cumming, Tanya Gieschen, Mark Knudsen, and James Rezac.  The following Council Members voted “No”:  None.  Absent: None.  Motion declared carried.

 

Councilman Rezac moved to approve the Disadvantaged Business Enterprise Program.  The motion was seconded by Councilman Knudsen.  The following Council Members voted “Yes”:  Paul Foy, Larry Cumming, Tanya Gieschen, Mark Knudsen, and James Rezac.  The following Council Members voted “No”:  None.  Absent: None.  Motion declared carried.

 

Councilman Rezac introduced a Resolution adopting and approving the execution of an agency agreement with the Department of Aeronautics of the State of Nebraska for Project No X01, to be submitted by the Department to the Federal Aviation Administration to obtain Federal Assistance for the development of the airport.  President Foy read the Resolution and Councilman Rezac moved that this Resolution be adopted.  The motion was seconded by Councilwoman Gieschen.  Upon roll call vote, the following Council Members voted “Yes”:  Paul Foy, Larry Cumming, Tanya Gieschen, Mark Knudsen, and James Rezac.  The following Council Members voted “No”:  None.  Absent: None. Motion declared unanimously carried and Resolution No. 1191 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.

 

Councilman Rezac moved to accept the low bid of $845,270.00 from Paulsen, Inc. of Cozad, NE, for the Spruce Street and Railroad Street improvements.  The motion was seconded by Councilwoman Gieschen.  The following Council Members voted “Yes”:  Paul Foy, Larry Cumming, Tanya Gieschen, Mark Knudsen, and James Rezac.  The following Council Members voted “No”:  None.  Absent: None.  Motion declared carried.

 

Councilman Rezac moved to approve the Preferred Provider Agreement (Memorial Health Center Hospice).   The motion was seconded by Councilwoman Gieschen.  The following Council Members voted “Yes”:  Paul Foy, Larry Cumming, Tanya Gieschen, Mark Knudsen, and James Rezac.  The following Council Members voted “No”:  None.  Absent: None.  Motion declared carried.

 

There being no further business to come before the council, Councilman Rezac moved to adjourn.  The motion was seconded by Councilwoman Gieschen.  All present Council Member voted “Yes”:   Absent:  None.  Motion declared carried and the meeting adjourned at 8:46 P.M.
