REGULAR MEETING OF THE CITY COUNCIL
DECEMBER 26, 2006
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 26th day of December 2006 at 7:30 o’clock P.M. Present were: President of the Council: Darrell G. Bassett; Council Members: Kevin Block, Harold Peterson, and James Rezac. Absent: Mark Knudsen. City Manager: Steve Krajewski; City Clerk: Jane M. Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on December 22, 2006 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the south east Corner of Council Chambers.
Councilman Block moved to approve the consent agenda. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Harold Peterson, and James Rezac. Shelly McQuillan, representing the Ogallala Youth Committee, appeared before the council regarding the residency requirement for appointment to the Ogallala Youth Committee.
Councilman Knudsen entered the meeting at 7:34 P.M.
Councilman Rezac moved to direct the City Manager to prepare documents necessary for Council action to remove the residency requirements of appointments to the Ogallala Youth Committee. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Richard VanVelson to the Airport Advisory Board for a three-year term to begin January 1, 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to table the appointment to the Cemetery Board. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Shelly McQuillan to the Ogallala Youth Committee for a 1-year term to begin January 1, 2007. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Peterson moved to appoint Cynthia Vance to the Ogallala Youth Committee for a five-year term to begin January 1, 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to table the three year appointment to the Ogallala Youth Committee until a resolution is passed removing residency requirements. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Dave Schwasinger, Jacob Mueller and Ken Schilz to the Planning Commission for a three-year term to begin January 1, 2007. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Block moved to appoint Mary Lou Heelan, Paul Foy, and Dr. Kurt Johnson to the Board of Health for a one-year term to begin January 1, 2007. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Betty Jo Riggs and Ron Siffring to the RSVP Advisory Committee for a three-year term to begin January 1, 2007. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Rod Ruzanic to the Tree Board for a three-year term to begin January 1, 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to table the appointment to the Housing Authority until such time as the residency requirements can be investigated. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Don Eichner and Rick Bourque as regular members to the Zoning Board of Adjustment for a three-year term to begin January 1, 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Tim Nowak as Planning Commission representative and extraterritorial representative to the Zoning Board of Adjustment, term to begin January 1, 2007 and expire concurrent with the term on the Planning Commission. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
City Manager, Steve Krajewski updated the council on the December 18, 2006 snow storm.
There being no further business to come before the council, Councilman Rezac moved to adjourn. The motion was seconded by Councilman Knudsen. All present Council Member voted “Yes”: Absent: None. Motion declared carried and the meeting adjourned at 8:07 P.M.
