REGULAR MEETING OF THE CITY COUNCIL
JANUARY 23, 2007
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 23th day of January 2007 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, Mark Knudsen, and Harold Peterson. Absent: James Rezac. City Manager: Steve Krajewski; City Clerk: Jane M. Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on January 19, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the south east Corner of Council Chambers.
President Bassett opened a public hearing regarding the Class B Liquor License (Western Convenience Stores, Inc.) at 7:32 P.M.
President Bassett proclaimed January 28, 2007 through February 3, 2007 as Catholic Schools Week.
President Bassett proclaimed February 4-10, 2007 as Scouting Anniversary Week.
President Bassett proclaimed February 2, 2007 as Wear Red for Women Day.
Karl Elmshauser, Manager of the Ogallala Airport, presented the City of Ogallala with an award in recognition of the quality concrete pavement constructed on the best rated project submitted in the category “Airports” in the State of Nebraska during 2006, Project Name: Searle Field Airport, Runway 13/31, Ogallala Nebraska.
Councilman Block moved to approve the Minutes of the January 9, 2007 regular meeting of the City Council. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, and Harold Peterson. No: None. Abstain: Mark Knudsen. Absent: James Rezac. Motion declared carried.

President Bassett closed the public hearing regarding the Class B Liquor License (Western Convenience Stores, Inc.) at 7:44 P.M.
Councilman Block moved to recommend approval of the Class B liquor license for Western Convenience Stores Inc., 306 East 1st Street. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Peterson moved to recommend approval of the Corporate Manager license for Thomas J. Wolfgang in connection with the Class B Liquor License application of Western Convenience Stores, Inc., 306 East 1st Street. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Knudsen moved to reject all bids on the Police Department garage addition. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Knudsen moved to approve the plans, specifications, and bid advertising and opening dates for a Police Department garage addition. The motion died for lack of a second.
Street Superintendent Mike Mell presented the City of Ogallala Snow Plan to the council. No action taken on this item.
Councilman Knudsen moved to approve Maintenance Agreement No. 43 between the Nebraska Department of Roads and the City of Ogallala, Nebraska for calendar year 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Block moved to approve the Airport Capital Improvement Plan. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Linda McElvain, interim Library Director presented the Library Annual Report for the Fiscal Year 2005-06.
There being no further business to come before the council, Councilman Knudsen moved to adjourn. Councilman Peterson seconded the motion. All present Council Member voted “Yes”: Absent: None. Motion declared carried and the meeting adjourned at 8:46 P.M.
