REGULAR MEETING OF THE CITY COUNCIL
FEBRUARY 27, 2007
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 27th day of February 2007 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, James Rezac and Harold Peterson. Absent: Mark Knudsen. City Manager: Steve Krajewski; City Clerk: Jane M. Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on February 23, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the south east Corner of Council Chambers.
Council President Bassett opened a public hearing regarding One and Six Year Street Improvement Program at 7:31 P.M.
Mike Mell, Street Superintendent addressed the Council regarding the One and Six Year Street Improvement Program.
Councilman Knudsen entered the meeting at 7:32.
Councilman Rezac addressed the Council regarding the Hospital Expansion Project.
Councilman Peterson moved approve the minutes of the February 13, 2007, regular meeting of the City Council. Councilman Rezac seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Harold Peterson and James Rezac. No: None. Abstain: Mark Knudsen. Absent: None. Motion declared carried.

Council President Bassett closed a public hearing regarding One and Six Year Street Improvement Program at 7:47 P.M.
Councilman Block introduced a Resolution establishing the one and six year highway and street improvement program for the City of Ogallala, Nebraska and moved for passage of said resolution. President Bassett read the Resolution and Councilman Rezac seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and Jim Rezac. The following Council Members voted “No”: None. Absent: None. Motion declared unanimously carried and Resolution No. 1217 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Brian Vasa, Chairman of the City of Ogallala Community Redevelopment Authority addressed the council regarding development, growth and expansion of business projects south of the interstate and the infrastructure required in the developing area.
Councilman Rezac moved to approve the second amendment to the Memorandum of Understanding with Sypport, LLC, CDBG No. 02-ED-007. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to approve and certify the list of volunteers, as submitted by the Certification Administrator, as qualified participants in the Volunteer Emergency Responder Recruitment and Retention Act Plan of the City of Ogallala, for 2006. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Peterson moved to approve the Southwest Mutual Aid Fire District Interlocal Agreement. Councilman Rezac seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to approve the Ogallala Rural Fire Protection District Interlocal Agreement for ambulance services. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Ed Hartman to the Cemetery Advisory Board for a three-year term to begin January 1, 2007, and to appoint Jim Hoover to the Cemetery Advisory Board for a two year term to begin January 1, 2007. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to appoint Karla Eddie as regular member to the Zoning Board of Adjustment for a three-year term to begin January 1, 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. No: None. Absent: None. Motion declared carried.
There being no further business to come before the council, Councilman Rezac moved to adjourn. Councilman Knudsen seconded the motion. All present Council Member voted “Yes”: Absent: None. Motion declared carried and the meeting adjourned at 8:20 P.M.
