REGULAR MEETING OF THE CITY COUNCIL
MARCH 27, 2007
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 27th day of March 2007 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block Mark Knudsen, Harold Peterson, and James Rezac. Absent: None. City Manager: Steve Krajewski; City Clerk: Jane M. Skinner; City Attorney: Jarrod Gregg.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on March 23, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Council President Bassett proclaimed the month of April as Youth and Family Appreciation Month.
Councilman Knudsen moved to approve the minutes of the regular meeting held March 13, 2007. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Mark Knudsen, and Harold Peterson. No: None. Absent: None. Abstain: Kevin Block and James Rezac. Motion declared carried.
Councilman Peterson moved to approve the claims. Councilman Block moved to second the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, James Rezac, and Harold Peterson. No: None. Absent: None. Councilman Knudsen introduced a resolution providing for the placement of a stop sign at the intersection of North Spruce Street and Diamond Springs Trail and moved for passage of said resolution. President Bassett read the Resolution and Councilman Rezac seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and Jim Rezac. The following Council Members voted “No”: None. Absent: None. Motion declared carried and Resolution No. 1219 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Councilman Rezac introduced a resolution providing for the placement of a stop sign at the intersection of East 10th Street and the east entrance to Great West Circle Private Drive. President Bassett read the Resolution and Councilman Peterson seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and Jim Rezac. The following Council Members voted “No”: None. Absent: None. Motion declared carried and Resolution No. 1220 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Councilman Rezac moved to approve the plans, specifications, bid advertising and opening dates for the asphalt overlay project on East 3rd Street from G Street to L Street. Councilman Block moved to second the motion. The following council members voted Yes: Kevin Block, Mark Knudsen, James Rezac, and Harold Peterson. No: None. Absent: None. Abstain: Darrell Bassett. Motion declared carried.
Councilman Rezac moved to approve the plans, specifications, bid advertising and opening dates for the Intersection replacement project at 10th and West B. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, James Rezac, and Harold Peterson. No: None. Absent: None. Motion declared carried.
Steve Krajewski, City Manager, informed the council regarding his appointment to the Governor’s Water Policy Task Force.
Councilman Block reported to the council regarding his appointment as a council liaison to the Library Board. The Library Board has received an application for the vacancy of Library Director. They have also received an obituary grant.
Councilman Rezac reported to the council regarding his appointment as council liaison to the Hospital Board. He reported that Dr. Chu has received privileges from the Ogallala Community Hospital.
There being no further business to come before the council, Councilman Rezac moved to adjourn. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, James Rezac, and Harold Peterson. No: None. Absent: None. Motion declared carried and the meeting adjourned at 7:57 P.M.
