REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 23, 2007
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 23th day of October 2007 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, Mark Knudsen and Harold Peterson. Absent: Jim Rezac. City Manager: Steve Krajewski; City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on October 19, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Rezac entered the meeting at 7:31 P.M.
Councilman Knudsen moved to approve the minutes of the regular Meeting held October 9, 2007. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Abstain: James Rezac. Absent: None. Motion declared carried.

President Bassett announced that Ordinance 1245 was introduced and read for the first time on September 25, 2007, and the second time on October 9, 2007. Council President Bassett read Ordinance 1245 by title, “An ordinance enacting a Code of Ordinances for the City of Ogallala, Nebraska, revising, amending, restating, codifying and compiling certain existing general ordinances of the political subdivision dealing with subjects embraced in such code of ordinances, and declaring an emergency.” President Bassett announced that Ordinance 1245 was read for the third time, and, thereafter, Councilman Block moved for the final passage of the Ordinance. Councilman Knudsen seconded the motion. The President then stated the question: “Shall Ordinance No. 1245 be passed and adopted?” Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. The following Council Members voted “No”: None. Absent: None. The passage and adoption of said Ordinance having been concurred in by a majority of all members of the Council, the President declared the Ordinance adopted and the President, in the presence of the Council, signed and approved the Ordinance and the Clerk attested to the passage and approval of the same and affixed her signature thereto, a copy of said Ordinance No. 1245 being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Steve Krajewski, City Manager, reported there is nothing new to report on the Canyon Road drainage issue. The engineers are working on this project, and their findings will be presented to the City at a later date.
Councilman Peterson introduced a resolution establishing the compensation for the Mayor and Members of the City Council and moved for its passage. President Bassett read the Resolution and Councilman Rezac seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and Jim Rezac. The following Council Members voted “No”: None. Absent: None. Motion declared carried and Resolution No. 1234 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Councilman Knudsen moved to approve the memorandum of understanding with the Ogallala City Library Board of Trustees. Councilman Rezac seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac introduced a resolution amending the Job Title- Salary Range Table and moved for its passage. President Bassett read the Resolution and Councilman Block seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and Jim Rezac. The following Council Members voted “No”: None. Absent: None. Motion declared carried and Resolution No. 1235 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
The City Council discussed the City Manager hiring process. A City Manager Search Committee will be formed.
There being no further business to come before the council, Councilman moved to adjourn. Councilman seconded the motion. All present Council Member voted “Yes”. Motion declared carried and the meeting adjourned at 8:14 P.M.
