REGULAR MEETING OF THE CITY COUNCIL
NOVEMBER 13, 2007
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 13th day of November 2007 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, Mark Knudsen, Harold Peterson and Jim Rezac. Absent: None. City Manager: Steve Krajewski; City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on November 9, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Knudsen moved to approve the consent agenda. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried and the consent agenda was approved as follows:
A. Minutes of Regular Meeting held October 23, 2007.
B. Parks – Plans, specifications and bid advertising and opening dates for the repair of the wood frame storage building.
C. Water – Plans, specifications and bid advertising and opening dates for the old Highway 61 water main replacement.
Drew Krab appeared before the council regarding the Community Enhancement Program at Humphrey’s Pond.
Councilman Knudsen moved to approve submission of an application to the Nebraska Forest Service Community Enhancement Program for Humphrey’s Pond. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Rod Ruzanic appeared before the Council regarding Re-Tree Nebraska.
Nathan Holthusen appeared before the Council regarding Corner Junction’s (Carol Most) objection to True Value occupying sidewalk with merchandise. No action taken.
Councilman Rezac moved to authorize Wolf Landscape Design to submit an application on behalf of the City for a grant to Nebraska State Arboretum in the amount of $25,000 with 20% matching funds for the re-tree Nebraska program. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
City Clerk Skinner presented the October 2007 Financial Report.
Councilman Rezac introduced Ordinance 1247. President Bassett read Ordinance 1247 by title, “An ordinance creating paving districts nos. 2007-1 and 2007-2 in the City of Ogallala, Nebraska, ordering the construction of street improvements therein and ordering the publication of the ordinance in pamphlet form.” President Bassett announced that Ordinance 1247 was read for the first time.
Councilman Block introduced a resolution setting the date to hear objections to the creation of Paving District No. 2007-1 and 2007-2 and moved for its passage. President Bassett read the Resolution and Councilman Rezac seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and Jim Rezac. The following Council Members voted “No”: None. Absent: None. Motion declared carried and Resolution No. 1236 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Councilman Rezac moved to approve the low bid of $24,330.00 from Summer – Zoellner Ford, of Ogallala, for a 2008 Ford Super Duty F 250 4X4 (Parks Department). Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to approve the low bid of $20,150.00 from Schmidt Motors, of Ogallala, for a 2008 Dodge Charger (Police Department). Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to approve the low bid of $24,330.00 from Summer – Zoellner Ford, of Ogallala, for a 2008 Ford Super Duty F 250 4X4 (Wastewater Department). Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Councilman Rezac moved to approve the low bid of $21,418.00 from Summer – Zoellner Ford, of Ogallala, for a 2008 Ford Super Duty F 250 4X4 (Water Department). Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
City Manager Steve Krajewski addressed the council regarding Canyon Road drainage. He reported that the engineers will have a recommendation in two to three weeks.
The City Council engaged in discussion regarding the City Manager Hiring Process. Marion Kroeker addressed the council regarding the City Manager Search Committee. Councilman Rezac moved to appoint Councilman Knudsen and Councilman Peterson to make a recommendation to the council of candidates for the City Manager Search Committee at the November 27, 2007 meeting. A slate of five persons with two councilmen will comprise the City Manager Search Committee. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
City Manger Steve Krajewski addressed the council regarding the monthly project reports that are presented monthly in the council packets.
Councilman Rezac moved to go into closed session to conduct City Manager exit interview at 8:40 P.M. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
Council President Bassett announced that the City Council was going into closed session to conduct City Manager exit interview at 8:40 P.M.
Councilman Rezac moved to return from closed session where City Manager exit interview was conducted at 9:23 P.M. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
There being no further business to come before the council, Councilman Rezac moved to adjourn. Councilman Knudsen seconded the motion. All present Council Member voted “Yes”. Motion declared carried and the meeting adjourned at 9:25 P.M.

I, the undersigned, City Clerk for the City of Ogallala, Nebraska, hereby certify that all of the subjects included in the attached proceedings were contained in the Agenda for the meeting of November 13, 2007 kept continuously current and available for public inspection at the office of the City Clerk; that such subjects were contained in said Agenda for at least twenty-four hours prior to said meeting; that at least one copy of all reproducible material discussed at the meeting was available at the meeting for examination and copying by members of the public; that the Minutes of the President and Council of the City of Ogallala, Nebraska, were in written form and available for public inspection within ten working days and prior to the next convened meeting of said body; that all news media requesting notification concerning meeting of said body were provided advance notification of the time and place of said meeting and the subjects to be discussed at said meeting.
