REGULAR MEETING OF THE CITY COUNCIL
NOVEMBER 27, 2007
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 27th day of November 2007 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, Mark Knudsen, and Harold Peterson. Absent: James Rezac. City Manager: Steve Krajewski; City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on November 21, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Block moved to approve the consent agenda. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Rick Bourque appeared before the council regarding a gift of a 2008 full size ten-passenger van for use transporting Fire Department personnel and equipment.
Councilman Knudsen moved to accept the gift of a 2008 full size ten-passenger van for use transporting Fire Department personnel and equipment and agree to pay all licensing, insurance and operational costs. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Peterson introduced a resolution establishing the municipal fees for permits, materials and utility connections for the Habitat for Humanity projects, Ogallala, Nebraska and moved for its passage. President Bassett read the Resolution by title and Councilman Knudsen seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. The following Council Members voted “No”: None. Absent: James Rezac. Motion declared carried and Resolution No. 1237 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
Councilman Knudsen moved to approve the final plat of Plunkett Original Addition located in Section 7, Township 13 North, Range 38 West of the 6th P.M., City of Ogallala, Keith County, Nebraska. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
President Bassett announced that Ordinance 1247 was introduced and read for the first time on November 13, 2007. President Bassett read Ordinance 1247 by title, an ordinance creating paving districts nos. 2007-1 and 2007-2 in the City of Ogallala, Nebraska, ordering the construction of street improvements therein and ordering the publication of the ordinance in pamphlet form. President Bassett announced that Ordinance 1247 has now been read for the second time.
Councilman Block introduced a resolution repealing Resolution 1236, Ogallala, Nebraska and moved for its passage. President Bassett read the Resolution by title and Councilman Peterson seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. The following Council Members voted “No”: None. Absent: James Rezac. Motion declared carried and Resolution No. 1238 adopted, a copy of said Resolution being attached hereto and, by this express reference, incorporated herein and made a part hereof.
City Manager Steve Krajewski informed the council that he had no new information regarding the Canyon Road Drainage at this time.
Councilman Knudsen moved to approve $60.00 Chamber Bucks bonus to all permanent full time employees, a $10.00 Chamber Bucks bonus to all permanent part time employees and a $40.00 Chamber Bucks bonus to all volunteer firefighters. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Peterson moved to appoint Mark Knudsen, Harold Peterson, Brad Bauer, Dr. Paul Foy, Marion Kroeker, Bruce Jensen and Paul Ruhlman as voting members to the City Manager Search Committee, and Floyd Peterson as a special advisor, ex-officio non-voting member of the City Manager Search Committee. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Council President Bassett presented City Manager Steve Krajewski with a plaque and gift for his years of service to the City of Ogallala.
Councilman Knudsen moved to go into closed session to discuss candidates for Interim City Manager for purposes of it being in the best interest of the City at 8:03 P.M. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Council President Bassett announced the City Council will now go into closed session to discuss candidates for Interim City Manager for purposes of it being in the best interest of the City at 8:03 P.M.
Councilman Block moved to return from closed session where discussion of candidates for Interim City Manger occurred at 8:18 P.M. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Knudsen moved to appoint Jane Skinner as Interim City Manager, effective December 8, 2007 with an increase of salary of $1,000.00 per month during her time as interim City Manager. Councilman Block seconded them motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Peterson requested to have placed on the agenda at the next meeting a request of the Congregational Church to have a temporary light placed on top of the Spruce Street Visitors Center a couple of times a year during their night services.
There being no further business to come before the council, Councilman Knudsen moved to adjourn. Councilman Peterson seconded the motion. All present Council Member voted “Yes”. Motion declared carried and the meeting adjourned at 8:20 P.M.
