REGULAR MEETING OF THE CITY COUNCIL

 

DECEMBER 21, 2007

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 21st day of December 2007 at 1:00 o’clock P.M.  Present were:  President of the Council: Darrell Bassett; Council Members:  Kevin Block, Mark Knudsen, and Harold Peterson.  Absent:  James Rezac.  Interim City Manager: Jane Skinner;  Deputy City Clerk:  Naomi Thiesen; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on December 20, 2007 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Councilman Block moved to approve the minutes of the regular meeting held December 11, 2007.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, and Mark Knudsen.  No: None.  Abstain:  Harold Peterson Absent: James Rezac.  Motion declared carried.

 

Councilman Peterson moved to approve the claims with the exception of the claim payable to Nebraska Aviation Council in the amount of $185.00.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

Councilman Knudsen moved to approve the 21st Century Replat, a replat of Tracts 3 and 4 of Mueller & Mueller Corp. 2nd. Subdivision and a parcel of land located in the SE 1/4 of Section 7, T.13 N., R.38 W. of the 6th P.M., all located in the City of Ogallala, Keith County, Nebraska.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Mark Knudsen, and Harold Peterson.  No: None.  Abstain:   Kevin Block.  Absent: James Rezac.  Motion declared carried.

 

Councilman Block moved to appoint Dr. Paul Foy, Mary Lou Heelan, and Dr. Kurt Johnson to the Ogallala Board of Health for a 1-year term to begin January 1, 2008.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Mayor Bassett appointed Craig Cox, Joe Malone and Dr. Douglas Parks to the Ogallala Planning Commission for a 3-year term to begin January 1, 2008.  Councilman Peterson moved to accept the appointments as presented by Mayor Bassett.   Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen moved to appoint Omer Kelley to the Ogallala Housing Authority for a 5-year term to begin January 1, 2008.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Peterson move to appoint Keith Wagner and Jeff Crymble to the Ogallala Airport Advisory Board for a 3-year term to begin January 1, 2008.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen moved to appoint Connie Heinis and Jess Medina to the Ogallala Cemetery Board for a 3-year term to begin January 1, 2008. Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen moved to appoint Mary Dickinson to the Ogallala Youth Committee for a 5-year term to begin January 1, 2008.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Block moved to appoint Lois Rose to the Ogallala RSVP Advisory Board for a 3-year term to begin January 1, 2008.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Peterson moved to appoint Dave Twomey and Wendell Upright  to the Ogallala Tree Board for a 3-year term to begin January 1, 2008.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen moved to appoint Linda Block to fill the unexpired term of Paula Crofutt, term to expire on September 30, 2008.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Mark Knudsen, and Harold Peterson.  No: None.  Abstain:  Kevin Block.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen moved to accept the quitclaim deed from Trumbull-Mell, LLC contingent upon the Wal-Mart closing. Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen moved to accept the quitclaim deed from Arden A Krugerud and Susan F. Krugerud contingent upon the Wal-Mart closing.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Knudsen updated the Council regarding the City Manager Hiring Process.  The committee will be meeting on January 3, 2008 at noon.

 

There being no further business to come before the council, Councilman Knudsen moved to adjourn.  Councilman Block seconded the motion.  All present Council Member voted “Yes”.  Motion declared carried and the meeting adjourned at 1:28 P.M.
