REGULAR MEETING OF THE CITY COUNCIL

 

MARCH 25, 2008

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 25th day of March 2008 at 7:30 o’clock P.M.  Present were:  President of the Council: Darrell Bassett; Council Members:  Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  Absent:  None.  Interim City Manager: Jane Skinner; Deputy City Clerk:  Naomi Thiesen; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on March 21, 2008 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Councilman Block moved to approve the consent agenda.  Councilman Rezac seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried and the consent agenda was approved as follows:

Mayor Bassett proclaimed the month of April as Youth and Family Appreciation Month.

 

Dave Barrett and Jeremy Ewert representing the Wild West Soap Box Derby updated the Council regarding the soap box derby track.

 

Marion Kroeker, Director of the Ogallala Community Redevelopment Authority, presented information in support of the amendment to the Central South Redevelopment Area and the Blight Area Designation Study.  She also presented a cost benefit analysis of the project.

 

Councilman Rezac moved to approve the PAPI project No. 3-31-0061-05 – Certificate of Completion for Ensley Electrical Services, Inc.   Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

 

Councilman Rezac moved to approve the PAPI project No. 3-31-0061-05 – Pay request No. 2 (final) to Ensley Electrical Services, Inc, in the amount of $1,728.00.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

 

Councilman Rezac moved to approve the PAPI project No. 3-31-0061-05 – Pay request No. 10 (final) to Kirkham Michael in the amount of $876.04.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

 

Don Dye, representing M.C. Schaff appeared before the council regarding the 2008 milling & asphalt overlay project.

 

Councilman Rezac moved to approve the plans, specifications bid advertising and opening dates for the 2008 Milling and Asphalt Overlay Project.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

 

Councilman Rezac moved to table the asbestos inspection and demolition at 1314 East 4th Street (Ortiz property) until we can obtain additional bids on the project.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

Police Chief Kling and Dave Norman appeared before the council regarding the speed limit on East A Street and North Spruce Street.

 

Councilman Peterson moved to direct Police Chief Kling and Street Superintendent Mell to conduct a speed study in regards to the speed limit on North Spruce Street north of North Hillcrest Street.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

 

Police Chief Kling updated the council regarding DUI (Driving Under the Influence) and MIP (Minor in Possession) Arrests and Convictions.

 

C.J. Poltack, representing West Central Nebraska Development District addressed the council regarding an owner occupied rehabilitation project for housing within the city of Ogallala. 

 

Councilman Rezac moved to approve West Central Development District apply on behalf of the City of Ogallala for a CDBG owner occupied rehabilitation grant to be presented at the April 8, 2008 City Council Meeting.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac.  No: None.  Absent: None.  Motion declared carried.

 

The council was updated on the city manager hiring process.  Special Meeting will be held on Monday, March 31 at 10:00 AM to make a decision on a new City Manager.

 

There being no further business to come before the council, Councilman Peterson moved to adjourn.  Councilman Knudsen seconded the motion.  All present Council Member voted “Yes”.  Motion declared carried and the meeting adjourned at 8:37 P.M.
