REGULAR MEETING OF THE CITY COUNCIL

 

JUNE 24, 2008

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 24th day of June 2008 at 7:30 o’clock P.M.  Present were:  President of the Council: Darrell Bassett; Council Members:  Kevin Block, Mark Knudsen, and Harold Peterson.  Absent:  James Rezac.  City Manager:  Harold Stewart; City Clerk:  Jane Skinner; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on June 20 2008 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Councilman Peterson moved to approve the consent agenda.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried and the consent agenda was approved as follows:

City Manager Stewart addressed the council regarding a community center with possible components including an expanded recreation facility, indoor walking track, library, media center, theater space, and rental space for meetings.  The Council expressed interest in investigating the idea of a community center further.

 

Shelly Witt, Daniella McChesney, Jess Medina and Kendra Caskey addressed the council in support of a community center complex.

 

Shelly Witt addressed the council in opposition to the Special Designated Liquor License for the Ogallala VFW Post #3755 event to be held on July 4, 2008. 

 

Gary Bush, commander of the VFW Post #3755 addressed the council in support of the Special Designated Liquor License for the Ogallala VFW Post #3755 event to be held on July 4, 2008. 

 

Daniella McChesney addressed the council in opposition to the Special Designated Liquor License for the Ogallala VFW Post #3755 event to be held on July 4, 2008. 

 

The City Council discussed the salary of the council and took no action.

 

City Manager Stewart discussed the request from the League of Nebraska Municipalities for input from the Council regarding Legislative issues for 2009.

 

Councilman Knudsen moved to appoint Harold Stewart as the City of Ogallala’s representative to the League of Nebraska Municipalities Legislative Review Committee.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: James Rezac.  Motion declared carried.

 

Councilman Block moved to appoint Karl Elmshauser and Delbert McKeag to the Airport Advisory Board for a term expiring on December 31, 2008.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Kevin Block, Mark Knudsen, and Harold Peterson.  No: Darrell Bassett.  Absent: James Rezac.  Motion declared carried.

 

Ken Knoepfel, Planning and Zoning Administrator appeared before the council regarding the Asbestos removal in unsafe building located at 1314 East 4th Street (Gerardo & Ana Marie Ortiz).

 

Councilman Knudsen moved to proceed in the asbestos removal and demolition of the unsafe building located at 1314 East 4th Street. Councilman Block seconded the motion. The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No:  None.  Absent:  James Rezac.  Motion declared carried.

 

Councilman Peterson reported to the council that he had attended the West Central Nebraska Development District annual meeting.  The theme of the meeting was leadership.

 

There being no further business to come before the council, Councilman Knudsen moved to adjourn.  Councilman Peterson seconded the motion.  All present Council Member voted “Yes”.  Motion declared carried and the meeting adjourned at 8:23 P.M.
