REGULAR MEETING OF THE CITY COUNCIL
JULY 22, 2008
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 22nd day of July 2008 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, Mark Knudsen, Harold Peterson and James Rezac. Absent: None. City Manager: Harold Stewart; City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on July 18, 2008 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Block moved to approve the consent agenda. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried and the consent agenda was approved as follows:

Shelly McQuillan representing Region II Prevention Center addressed the council regarding prevention of underage drinking.
Councilman Block moved to approve the minutes of the special meeting held July 11, 2008. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, and Harold Peterson. No: None. Absent: None. Abstain: Mark Knudsen and James Rezac. Motion declared carried.
Councilman Rezac moved to approve the minutes of the special meeting held July 17, 2008. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Harold Peterson, and James Rezac. No: None. Absent: None. Abstain: Mark Knudsen. Motion declared carried.
Councilman Peterson moved to approve the minutes of the special meeting held July 18, 2008. Councilman Block seconded the motion. The following council members voted Yes: Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: None. Abstain: Darrell Bassett and James Rezac. Motion declared carried.
Kristy Peterson of West Central Nebraska Development District addressed the council regarding the 2008 application for the Nebraska Affordable Housing Program.
Councilman Peterson moved to authorize the Council President to sign the application for the 2008 Nebraska Affordable Housing Program. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, Harold Peterson, and James Rezac. No: None. Absent: None. Motion declared carried.
City Manager Harold Stewart addressed the council regarding a graffiti ordinance, re: timeline for cleanup of graffiti by property owners, penalties for persons violating the graffiti ordinance, and regulating sale of materials that are used in graffiti.
There being no further business to come before the council, Councilman Rezac moved to adjourn. Councilman Peterson seconded the motion. All present Council Member voted “Yes”. Motion declared carried and the meeting adjourned at 8:04 P.M.
