REGULAR MEETING OF THE CITY COUNCIL
AUGUST 26, 2008
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 26th day of August 2008 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Kevin Block, and Harold Peterson. Absent: Mark Knudsen and James Rezac. City Manager: Harold Stewart; City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on August 26, 2008 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Block moved to excuse Councilman Rezac from meeting on 8-26-08. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, and Harold Peterson. No: None. Absent: Mark Knudsen and James Rezac. Motion declared carried

Councilman Knudsen entered the meeting at 7:32 P.M.
Councilman Block moved to approve the minutes of the special meeting held August 21, 2008. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried
Councilman Knudsen introduced a resolution determining final levy allocation for the Ogallala Community Redevelopment Authority. President Bassett read the resolution and Councilman Peterson seconded the motion. Upon roll call vote, the following Council Members voted “Yes”: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. The following council Members voted “No”: None. Absent: James Rezac. Motion declared carried and Resolution No. 1256 adopted, a copy of said Resolution being attached hereto and by this express reference, incorporated herein and made a part hereof.
Councilman Knudsen moved to approve Spruce St - 10th St North & Police Station Parking Lot Change Order number 1, increasing the contract amount from $592,293.75 to $594,988.75, a difference of $2,695.00. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Councilman Knudsen moved to enter closed session for the purpose of land acquisition at 7:38 P.M. Councilman Peterson seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
Council President Bassett announced the council will be going into closed session regarding land acquisition at 7:38 P.M.
Councilman Knudsen moved to return from closed session at 7:54 where land acquisition was discussed. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson. No: None. Absent: James Rezac. Motion declared carried.
There being no further business to come before the council, Councilman Knudsen moved to adjourn. Councilman Block seconded the motion. All present Council Member voted “Yes”. Motion declared carried and the meeting adjourned at 7:54 P.M.
