REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 14, 2008
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 14th day of October 2008 at 7:37 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Mark Knudsen and James Rezac. Absent: Kevin Block and Harold Peterson. City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on October 10, 2008 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Rezac moved to excuse Councilman Block and Councilman Peterson from the council meeting on October 14, 2008. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Mark Knudsen, and James Rezac. No: None. Absent: Kevin Block and Harold Peterson. Motion declared carried.
Councilman Knudsen moved to approve the minutes of the Regular Meeting held September 23, 2008. Council President Bassett seconded the motion. The following council members voted Yes: Darrell Bassett and Mark Knudsen. No: None. Abstain: James Rezac. Absent: Kevin Block and Harold Peterson. Motion declared carried.
City Clerk-Treasurer Skinner presented the financial report for September 2008.
Several community members addressed the council regarding the Ogallala Skate Park, including Rich Van Rotz, Bonnie Bauer, Bill Hill, Billy Davis, Judy Krajewski, Bob Nelson, Shelly McQuillan, Marlene Ringer, Jesse Medina and Marshall Ellis. The City Council directed the City Manager to bring a proposed resolution for the setting of the speed limit in the alley by the Ogallala Skate Park. Bonnie Bauer will establish a task force to examine possible solutions for the Ogallala Skate Park.
Councilman Rezac moved to accept the bid from Wolf Landscape Design for the Ogallala Re-Tree Kickoff for a total amount of $19,550.00. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Mark Knudsen, and James Rezac. No: None. Absent: Kevin Block and Harold Peterson. Motion declared carried.
Ken Knoepfel addressed the council regarding Mobile Home Park Licensing. No action was taken on the renewal of mobile home park license for 3 Pines Mobile Home Park.
City Manager Harold Stewart determined that the application submitted for renewal of 3 Pines Mobile Home Park license did not meet the requirements of the application process and therefore should not be approved by the council.
City Manager Harold Stewart proposed several amendments to the City of Ogallala Personnel Manual. These will be presented to the council at a future meeting.
Marion Kroeker, representing Keith County Area Development and Brian Vasa, presenting the Community Redevelopment Authority addressed the council regarding the economic development contracts between the entities.
There being no further business to come before the council, Councilman Knudsen moved to adjourn at 9:01 P.M. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Mark Knudsen, and James Rezac. No: None. Absent: Kevin Block and Harold Peterson. Motion declared carried.

I, the undersigned, City Clerk for the City of Ogallala, Nebraska, hereby certify that all of the subjects included in the attached proceedings were contained in the Agenda for the meeting of October 14, 2008 kept continuously current and available for public inspection at the office of the City Clerk; that such subjects were contained in said Agenda for at least twenty-four hours prior to said meeting; that at least one copy of all reproducible material discussed at the meeting was available at the meeting for examination and copying by members of the public; that the Minutes of the President and Council of the City of Ogallala, Nebraska, were in written form and available for public inspection within ten working days and prior to the next convened meeting of said body; that all news media requesting notification concerning meeting of said body were provided advance notification of the time and place of said meeting and the subjects to be discussed at said meeting.
