REGULAR MEETING OF THE CITY COUNCIL

 

JANUARY 27, 2009

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 27th day of January 2009 at 7:30 o’clock P.M.  Present were:  President of the Council: Darrell Bassett; Council Members:  Stacey Bauer, Kevin Block, Mark Knudsen, and Harold Peterson.  Absent:  None.  City Manager:  Harold Stewart; City Clerk:  Jane Skinner; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on January 23, 2009 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Boy Scout Troop 852 presented the flag and the led those in attendance in the pledge of allegiance.

 

Councilman Peterson moved to approve the consent agenda.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen, and Harold Peterson.  No: None.  Absent: None.  Motion declared carried and the consent agenda was approved as follows:

Mayor Bassett proclaimed February 1 – 7, 2009 as Scouting Anniversary Week.

 

Mayor Bassett proclaimed January 25 – February 1, 2009 as Catholic Schools Week.

 

Councilman Knudsen moved to approve the minutes of the Regular Meeting held January 13, 2009.  Councilman Bauer seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Mark Knudsen, and Harold Peterson.  No: None.  Absent: None.  Abstain:  Kevin Block. Motion declared carried.

 

Kendra Caskey presented the annual report for Fiscal Year 2007-2008 to the Council. 

 

Councilman Knudsen moved to table the airport bid specifications and bid opening dates for the construction of a storage hangar and taxilane.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: None.  Motion declared carried.

 

Councilman Knudsen introduced a resolution dissolving the Airport Advisory Board of the City of Ogallala, Nebraska.  President Bassett read the resolution and Councilman Bauer seconded the motion.  Upon roll call vote, the following Council Members voted “Yes”:  Darrell Bassett, Stacey Bauer and Mark Knudsen.  The following council Members voted “No”:  Kevin Block and Harold Peterson.  Absent: None.  Motion declared carried and Resolution No. 1265 adopted, a copy of said Resolution being attached hereto and by this express reference, incorporated herein and made a part hereof.

 

Fire Chief Fortune addressed the council regarding the Ogallala Volunteer Fire Department By-law Changes.

 

Councilman Knudsen moved to approve the proposed Ogallala Volunteer Fire Department By-Law changes as presented.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen, and Harold Peterson.  No: None.  Absent: None.  Motion declared carried.

 

Fire Chief Fortune addressed the council regarding the Ogallala Volunteer Fire Department Response Redundancy Plan and Agreement with Garden County Health Services EMS.

 

Councilman Peterson moved to enter into a Mutual Aid Agreement with Garden County Health Services EMS to provide backup response assistance.  Councilman Bauer seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen, and Harold Peterson.  No: None.  Absent: None.  Motion declared carried.

 

City Manager Harold Stewart addressed the council regarding the progress of the Economic Development Coordinator Hiring Process.  A panel of various community members has been established to assist in the process of filling the position of Economic Development Coordinator.  The new Economic Development Coordinator is scheduled to be on staff by mid-March.

 

City Manager Harold Stewart addressed the council regarding the Ogallala Volunteer Fire Department Heavy Rescue Truck.  A plan of rotation of replacement of the vehicles the City currently have with supporting statistics and information of why staff is recommending replacement of vehicles that need to be replaced will be presented to the council prior to moving forward on bidding of the Heavy Rescue Truck .

 

Mary Lou Heelan, Daniella McChesney and Kathy Lute addressed the council regarding the Community Center – Request for Qualifications.

 

Councilman Knudsen moved to approve the Request for Statement of Qualifications as presented for the concept design and cost estimation of the construction of a community center with proposals being due on February 26, 2009 at 4 P.M.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, and Mark Knudsen.  No: Harold Peterson.  Absent: None.  Motion declared carried.

 

There being no further business to come before the council, Councilman Knudsen moved to adjourn at 8:49 P.M.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent: None.  Motion declared carried.
