REGULAR MEETING OF THE CITY COUNCIL
JUNE 23, 2009
A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 23th day of June 2009 at 7:30 o’clock P.M. Present were: President of the Council: Darrell Bassett; Council Members: Stacey Bauer, Kevin Block, and Mark Knudsen. Absent: Harold Peterson; City Manager: Harold Stewart; City Clerk: Jane Skinner; City Attorney: Michael McQuillan.
Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes. Notice of this meeting was simultaneously given to the President and to all members of the Council on June 17, 2009 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.
Councilman Block moved to excuse Councilman Peterson from the June 23, 2009 City Council Meeting. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Stacey Bauer, Kevin Block, and Mark Knudsen. No: None. Absent: Harold Peterson. Motion declared carried.
Councilman Block moved to approve the consent agenda. Councilman Bauer seconded the motion. The following council members voted Yes: Darrell Bassett, Stacey Bauer, Kevin Block, Mark Knudsen, and. Council President Bassett recognized Ken Knoepfel, Planning and Zoning Administrator, for his 25 years of dedicated service to the City of Ogallala.
Dr. James Rezac and George C. Haberman, appeared before the council regarding a breed specific ban for dangerous dogs.
Councilman Bauer moved to approve the minutes of the special meeting held on June 12, 2009. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Stacey Bauer, and Kevin Block. No: None. Abstain: Mark Knudsen. Absent: Harold Peterson. Motion declared carried.
Councilman Bauer moved to approve the minutes of the special meeting held on June 15, 2009. Councilman Block seconded the motion. The following council members voted Yes: Darrell Bassett, Stacey Bauer, and Kevin Block. No: None. Abstain: Mark Knudsen. Absent: Harold Peterson. Motion declared carried.
City Manager Stewart updated the Council on the Canyon Drive Drainage project. The City has obtained the easements and the project is proceeding forward.
Councilman Bauer moved to appoint Steve Seitler to the Planning Commission for a term to expire on December 31, 2010. Councilman Knudsen seconded the motion. The following council members voted Yes: Darrell Bassett, Stacey Bauer, Kevin Block and Mark Knudsen. No: None. Absent: Harold Peterson. Motion declared carried.
Jeff Ahl, JEO Consulting, presented to the Council the survey results from the Community Center Survey. George Haberman, Kathy Lute and Mary Lou Heelan also addressed the council regarding the proposed community center.
There being no further business to come before the council, Councilman Knudsen moved to adjourn at 8:35 P.M. Councilman Bauer seconded the motion. The following council members voted Yes: Darrell Bassett, Stacey Bauer, Kevin Block, and Mark Knudsen. No: None. Absent: Harold Peterson. Motion declared carried.
