REGULAR MEETING OF THE CITY COUNCIL

 

OCTOBER 27, 2009

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 27th day of October 2009 at 7:30 o’clock P.M.  Present were:  President of the Council:  Darrell Bassett; Council Members:  Stacey Bauer, Kevin Block, Mark Knudsen and Harold Peterson.  Absent:  None; City Manager:  Harold Stewart; City Clerk:  Jane Skinner; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on October 23, 2009 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Councilman Block moved to approve the consent agenda. Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen and Harold Peterson.  No: None.  Absent:  None.  Motion declared carried and the consent agenda was approved as follows:

Council President Bassett recognized Jane Skinner for 10 years of service to the City of Ogallala.

 

City Manager Stewart addressed the council regarding the request by Josh Macke to post podcasts of the Ogallala City Council Meetings.  The consensus of the council was that podcasting City Council Meetings was an excellent idea which is another avenue for getting out information from City Council Meetings to citizens.

 

Ken Knoepfel, Planning and Zoning Administrator addressed the council regarding a telephone easement to reroute the telephone lines around the State Patrol Hangar located at 182 Airport Road. 

 

Councilman Bauer moved to direct the City Attorney to draft and execute a telephone easement to reroute the telephone lines around the State Patrol Hangar located at 182 Airport Road.  Councilman Knudsen seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen and Harold Peterson.  No: None.  Absent:  None.  Motion declared carried.

 

Ken Knoepfel, Planning and Zoning Administrator addressed the council regarding an easement to allow SourceGas to bury their gas lines within the east 20 feet of airport property lines located in Southwest ¼ of Section 2, Township 13, Range 39 west of the 6th P.M. and the Southeast ¼ of Section 3, Township 13, Range 39 west of the 6th P.M.

 

Councilman Knudsen moved to direct the City Attorney to draft and execute an easement to allow Source Gas to bury their gas lines within the east 20 feet of airport property lines located in Southwest ¼ of Section 2, Township 13, Range 39 west of the 6th P.M. and the Southeast ¼ of Section 3, Township 13, Range 39 west of the 6th P.M. Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen and Harold Peterson.  No: None.  Absent:  None.  Motion declared carried.

 

Councilman Block introduced a resolution establishing a sidewalk/obstruction permit fee for Special Fee Schedule of the City of Ogallala, Nebraska.  Council President Bassett read the resolution by title and Councilman Knudsen seconded the motion.  Upon roll call vote, the following Council Members voted “Yes”:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen and Harold Peterson.  The following council Members voted “No”:  None.  Absent:  None.   Motion declared carried and Resolution No. 1285 adopted, a copy of said Resolution being attached hereto and by this express reference, incorporated herein and made a part hereof.

 

Garrett Unrein addressed the council regarding the bird nuisance in Ogallala. 

 

Councilman Bauer moved to direct staff to cease trying to deter starlings from roosting at 811 North Spruce Street.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen and Harold Peterson.  No: None.  Absent:  None.  Motion declared carried.

 

John Sauer, Water Superintendent, addressed the Council regarding the repair and replacement of fire hydrants.

 

Councilman Knudsen moved to direct the City Manager to come up with a solution to get the six fire hydrants in the City of Ogallala that are currently out of service replaced as soon as possible.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, Mark Knudsen and Harold Peterson.  No: None.  Absent:  None.  Motion declared carried.

 

City Manager Stewart addressed the council regarding the City Manager Evaluation process.  The Council will conduct the evaluation during the November 24, 2009 City Council Meeting.

 

There being no further business to come before the council, Councilman Knudsen moved to adjourn at 8:32 P.M.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block, Mark Knudsen and Harold Peterson. No: None.  Absent:  None.  Motion declared carried.
