REGULAR MEETING OF THE CITY COUNCIL

 

DECEMBER 22, 2009

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 22nd day of December 2009 at 7:30 o’clock P.M.  Present were:  President of the Council:  Darrell Bassett; Council Members:  Kevin Block, Mark Knudsen and Harold Peterson.  Absent:  Stacey Bauer; City Manager:  Harold Stewart; Deputy City Clerk:  Naomi Thiesen.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on December 18, 2009 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Councilman Knudsen moved to excuse Stacey Bauer from the December 22, 2009 City Council Meeting.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent:  Stacey Bauer.  Motion declared carried.

 

Councilman Block moved to approve the consent agenda.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  No: None.  Absent:  Stacey Bauer.  Motion declared carried and the consent agenda was approved as follows:

Council President Bassett recognized Thomas Hudiburgh for 5 Years of Service to the City of Ogallala.

 

Council President Bassett recognized John Sauer and the Ogallala Water Department for receiving the 2008 Water Fluoridation Quality Award.

 

Councilman Block moved to approve the minutes of the regular meeting held on December 8, 2009.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, and Harold Peterson.  No: None.  Abstain:  Mark Knudsen.  Absent:  Stacey Bauer.  Motion declared carried.

 

Councilman Block introduced a resolution authorizing an interlocal cooperation agreement between the City of Ogallala, Nebraska and the League of Nebraska Municipalities – League Interlocal Group Health Team Agreement.  Council President Bassett read the resolution by title and Councilman Knudsen seconded the motion.  Upon roll call vote, the following Council Members voted “Yes”:  Darrell Bassett, Kevin Block, Mark Knudsen, and Harold Peterson.  The following council Members voted “No”:  None.  Absent:  Stacey Bauer.   Motion declared carried and Resolution No. 1289 adopted, a copy of said Resolution being attached hereto and by this express reference, incorporated herein and made a part hereof.

 

Councilman Peterson moved to approve the Owner Occupied Housing Rehabilitation Program Credit Line Promissory Notes for Case Nos. CDBG 08-HO-3073-09 and CDBG 08-HO-3973-10.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen and Harold Peterson.  No: None.  Absent:  Stacey Bauer.  Motion declared carried.

 

Councilman Knudsen moved to approve Owner Occupied Housing Rehabilitation Program Rehabilitation Contracts for Case No. CDBG 08-HO-3073-09 and Mark Davis of Davis Construction in the amount of $19,703.00 and Case No. CDBG 08-HO-3073-10 and Dave Melchoir of Melchoir & Associates in the amount of $13,825.00 and Scott England of Scotties potties for sewer line work not to exceed $6,000.00.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen and Harold Peterson.  No: None.  Absent:  Stacey Bauer.  Motion declared carried.

 

Harold Stewart and Penney Feltz updated the council on the ongoing expansion project at the Goodall Recreation Center.  Stewart commented that the engineering estimates for the project are approximately $200,000.00.  An exploratory committee has been formed to discuss the next step in the expansion project.

 

Councilman Block moved to reject the bid for a Walk Around Heavy Rescue Truck from Danko Emergency Equipment Co. of Snyder, Nebraska.  Councilman Peterson seconded the motion. 

 

After discussion, Councilman Block amended the motion to reject the bid for a Walk Around Heavy Rescue Truck from Danko Emergency Equipment Co. of Snyder, Nebraska and to direct staff to continue searching for a used rescue truck and to bring it forward to the Council when a suitable one is found. Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen and Harold Peterson.  No: None.  Absent:  Stacey Bauer.  Motion declared carried.

 

There being no further business to come before the council, Councilman Knudsen moved to adjourn at 8:10 P.M.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Mark Knudsen and Harold Peterson. No: None.  Absent:  Stacey Bauer.  Motion declared carried.
