REGULAR MEETING OF THE CITY COUNCIL

 

JANUARY 26, 2010

 

A Regular Meeting of the City Council of the City of Ogallala, Nebraska, was held at City Hall Council Chambers in said City on the 26th day of January 2010 at 7:30 o’clock P.M.  Present were:  President of the Council:  Darrell Bassett; Council Members:  Stacey Bauer, Kevin Block, and Harold Peterson.  Absent:  Mark Knudsen; City Manager:  Harold Stewart; City Clerk:  Jane Skinner; City Attorney:  Michael McQuillan.

 

Notice of the meeting was given in advance thereof by publishing one time in the Keith County News and posting at the City Hall Administration Building as shown by the Certificate of Publication and Posting Notice attached to these Minutes.  Notice of this meeting was simultaneously given to the President and to all members of the Council on January 22, 2010 and a copy of their Acknowledgement of Receipt of Notice and the Agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice and in the Notice to the President and Council of this meeting.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.  The President of the Council stated this meeting is being convened in accordance with the Open Meetings Act and acknowledged a copy of the Open Meetings Act being duly posted in the southeast Corner of Council Chambers.

 

Councilman Block moved to excuse Councilman Knudsen from the January 26, 2010 City Council Meeting.  Councilman Bauer seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block, and Harold Peterson.  No: None.  Absent:  Mark Knudsen.  Motion declared carried.

 

Councilman Block moved to approve the consent agenda.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block and Harold Peterson.  No: None.  Absent:  Mark Knudsen.  Motion declared carried and the consent agenda was approved as follows:

Mayor Bassett proclaimed January 31, 2010 to February 6, 2010 as Catholic Schools Week.

 

Council President Bassett recognized Tracy Hood and Travis Poncik for 20 years of service to the Ogallala Volunteer Fire Department.

 

Councilman Bauer moved to approve the minutes of the regular meeting held on January 12, 2010.  Council President Bassett seconded the motion.  The following council members voted Yes:  Darrell Bassett and Stacey Bauer.  No: None.  Abstain:  Kevin Block and Harold Peterson.  Absent:  Mark Knudsen.  Motion declared carried.

 

Councilman Bauer moved to approve and accept the Storage Hangar, Hangar Taxiway & Offices and Heat System for Hangar project constructed by Paul Reed Construction & Supply, Inc. as substantially complete.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block and Harold Peterson.  No: None.  Absent:  Mark Knudsen.  Motion declared carried.

 

Councilman Peterson introduced a resolution adopting and approving the execution of a look-back grant application and federal grant agreement to be submitted to the Department of Aeronautics of the State of Nebraska for Project No. 3-31-0061-07, to be submitted by the Department to the Federal Aviation Administration to obtain federal assistance for the development of the airport.  Council President Bassett read the resolution by title and Councilman Block seconded the motion.  Upon roll call vote, the following Council Members voted “Yes”:  Darrell Bassett, Stacey Bauer, Kevin Block, and Harold Peterson.  The following council Members voted “No”:  None.  Absent:  Mark Knudsen.   Motion declared carried and Resolution No. 1290 adopted, a copy of said Resolution being attached hereto and by this express reference, incorporated herein and made a part hereof.

 

Councilman Bauer moved to approve staff submitting an application to the Nebraska Energy Office for the Energy Efficiency and Conservation Block Grant.  Councilman Block seconded the motion.  The following council members voted Yes:  Darrell Bassett, Stacey Bauer, Kevin Block and Harold Peterson.  No: None.  Absent:  Mark Knudsen.  Motion declared carried.

 

Kendra Caskey, Library Director, presented the annual library report for 2009.

 

Councilman Peterson introduced a resolution approving a water/wastewater pre-application for state and federal assistance and a contract for loan with the Nebraska Department of Environmental Quality for the construction of an Ultra-Violet Disinfection System at the Wastewater Treatment Plant for the City of Ogallala, Nebraska.  Council President Bassett read the resolution by title and Councilman Bauer seconded the motion.  Upon roll call vote, the following Council Members voted “Yes”:  Darrell Bassett, Stacey Bauer, Kevin Block, and Harold Peterson.  The following council Members voted “No”:  None.  Absent:  Mark Knudsen.   Motion declared carried and Resolution No. 1291 adopted, a copy of said Resolution being attached hereto and by this express reference, incorporated herein and made a part hereof.

 

Jim Bischof, Economic Development Coordinator, updated the council regarding economic development in the city.   In December Mr. Bischof responded to two request for proposals.  He reported that a Community Development/Economic Development community wide meeting is scheduled for March 16, 2010.  An update of the marketing plan for Ogallala will be presented at his February update to the council.

 

There being no further business to come before the council, Councilman Block moved to adjourn at 8:08 P.M.  Councilman Peterson seconded the motion.  The following council members voted Yes:  Darrell Bassett, Kevin Block, Stacey Bauer, and Harold Peterson. No: None.  Absent:  Mark Knudsen.  Motion declared carried.
