Minutes

 

A meeting of the Ogallala Board of Health was called to order at 7:00 P.M. by Chairman Buck Bassett in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska.  The meeting was convened in accordance with the Open Meetings Act. Members present:  Buck Bassett, Mary Lou Heelan, Dr. Paul Foy and Dave Kling, Chief of Police.  Absent: Dr. Kurt Johnson. Also present: None

 

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

 

Ogallala Police Department Code Enforcement Officer Eric Troxel arrived at 7:02.

 

Public Forum: Bassett opened the public forum and invited any individual wishing to speak to the board to come to the podium.  Bassett advised that the Public Forum would remain open for the duration of the public meeting.

 

A motion was made by Heelan to approve the minutes of the May 18, 2010 Board of Health meeting, seconded by Bassett.  Voting Yes: Bassett, Heelan, and Kling.  Voting No: None. Abstain: Foy. Absent: Johnson. Motion carried.

 

Officer Troxel presented the Code Enforcement Activity for May and June 2010. 

 

Discussion was held in regards to an email sent to all Ogallala City Council Members in regards to the run down look of many areas in Ogallala.  One particular area that was listed, 310 East 6th Street, has been talked about numerous times.  Kling mentioned calling the property owners in front of the board to hopefully put this property in full compliance and keep it that way.  Heelan mentioned also contacting the concerned citizen that sent the email and any other citizens that have complained about the property in the past. Foy made a motioned to have Kling send letters to the interested parties, seconded by Heelan. Voting Yes: Bassett, Heelan, Foy and Kling.  Voting No: None. Abstain: None. Absent: Johnson. Motion carried.

 

Further discussion was held in regards to West Central Nebraska Development District receiving more grant money to raze abandoned properties.  Kling advised that he had been informed that the properties located at 210 West 8th, 718 West 2nd, and #10 Erlewine Trailer Court have been added to the list for demolition. Discussion was also held about the city requiring a demolition permit from WCNDD instead of the property owner. Kling will talk to Ken Knoepfel about the situation.

 

Further discussion was held in regards to Chapter 26 of the Ogallala Municipal Code: Mobile Home Parks.  Kling advised that he had met with Planning and Zoning Administrator Ken Knoepfel and found the following in regards to Pre-HUD (Pre 1976) trailers.  Ken advised that anyone wanting to move in a trailer needs a permit.  The city enforces the ordinance when they come in to hook up utilities. He said that NPPD and Source Gas were also good at letting him know. Ken did say that most mobile home park owners are lax at letting people know that they need a permit.  Ken did say that there was a Pre-HUD home that was moved into L&L Court last month that he would not issue a permit for.  He said that the mobile home was removed and the guy was upset at the park owner, not the city. I asked about fees or fines and he said that there were none, except that the trailer must be removed.  I asked him what happens if they just leave the trailer.  Ken said that if that happens the trailer park will not receive its next year’s license until the trailer is removed.  If they don’t have a license no permits will be given for that trailer park.

 

No further business to come before the Board, Foy made a motion to adjourn, seconded by Kling.  Voting Yes: Bassett, Kling, Foy, and Heelan. Voting No: None. Absent: Johnson.  Motion Carried.
