Minutes

 

A meeting of the Ogallala Board of Health was called to order at 7:30 p.m. by Chairman, Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska.  Members present: Dr. Paul Foy, Mary Lou Heelan, Dr. Kurt Johnson, Glen Silvius, and Joe Humphrey.

 

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

 

Glen Silvius moved to approve the minutes of the November 18, 2003 Board of Health Meeting. Mary Lou Heelan seconded the motion.  Voting Yes:  Foy, Heelan, Johnson, Silvius and Humphrey.  Voting No: None.  

 

Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium.  Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting.

 

Discussion was held pertaining to Northwestern Trailer Court.  Ralph Kirkwood appeared before the Board and presented documentation to the Board that his wife, Wanda and he are in the process of purchasing Northwestern Trailer Court.  Mr. Kirkwood informed the Board that he as been steadily cleaning and performing necessary repairs to the property.  However it is a bigger task then initially projected and it will take longer to bring the court up to his standards. Mr. Kirkwood then presented an electronic photo display of the improvements he has made to the property and areas still in need of improvement.  Mr. Kirkwood informed the Board that he has received several request to rent vacant mobile homes and his time has been allocated to repairing mobile homes for rent.   Mr. Kirkwood provided the Board with a current list of owners of mobile homes at Northwestern Court.  

 

Renee Jimenez appeared before the Board.  Ms Jimenez told the Board that she is a tenant at Northwestern Court and that she has seen a big improvement in the court and thanked the Board and Mr. Kirkwood for cleaning up the court.

 

Board members commended Mr. Kirkwood for his work and encouraged him to continue to work to bring the court into compliance with municipal code.  

 

City Attorney Ed Steenburg provided legal advice after questions from Board members pertaining to procedures and Mobile Home licensing requirements.

           

Humphrey informed the Board that the next scheduled meeting, Tuesday, February 17, 2004.

 

No further business to come before the Board Johnson moved to adjourn. Silvius seconded the motion.   Voting Yes: Foy, Heelan, Johnson, Silvius and Humphrey.  Voting No: None. Motion Carried.

 

Meeting adjourned at 8:25 P.M.
