Meeting
February 17, 2004
A meeting of the Ogallala Board of Health was called to order at 7:32 p.m. by Chairman, Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska. Members present: Dr. Paul Foy, Mary Lou Heelan, Glen Silvius, and Joe Humphrey. Absent Dr. Kurt Johnson
Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.
Mary Lou Heelan moved to approve the minutes of the January 20, 2004 Board of Health Meeting. Glen Silvius seconded the motion. Voting Yes: Foy, Heelan, Silvius and Humphrey. Voting No: None.
Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium. Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting.
Discussion was held pertaining to Northwestern Trailer Court. Humphrey advised the board that he had inspected the property several times since the last meeting and is satisfied with the progress being made by Mr. and Mrs. Kirkwood to bring the property into compliance with municipal code. The Board agreed with Humphrey’s assessment and unless any further items comes to the attention of the Board of Health this property can be removed from future meetings agenda.
Humphrey briefed the board on the conditions of the mobile home that was located at 815 East 2nd Street on January 21, 2004. The Board was informed of the actions taken by the Police Department, Nebraska Department of Health and Human Services to provide assistance to the owner of the mobile home and the actions taken by family members and the property owners to rectify the problem.
Richard Piper appeared before the Board, expressing frustration in attempting to correct this situation for at least two years. He also informed the board of the progress being taken to clean up the property.
Bullock Motors, 801 West 1st Street. Humphrey informed the Board that the City has received numerous complaints about the unsightliness of vehicles setting on the property that have not moved, with flat tires, dismantled, broken windows and parked in a hap-hazard manner in the lot.
The Board discussed the condition of the property. Humphrey moved to service notice upon the property owner, of 801 West 1st Street, Ogallala, Nebraska, to bring this property into compliance with the City of Ogallala Municipal Code §94.018, subsection 9, by 5:00 P.M. Mountain Standard Time Wednesday, March 10, 2004. Mary Lou Heelan seconded the motion. Voting Yes: Foy, Heelan, Humphrey and Silvius. Voting No: None.
The Board discussed concerns addressed to members about pigeon droppings that have accumulated on the roof of some downtown buildings. It was questioned if it was healthy to service HVAC roof mounted units with this accumulation of pigeon droppings. The Board took no official action on this item.
Humphrey informed the Board that the next scheduled meeting, Tuesday, March 16, 2004.
No further business to come before the Board, Heelan moved to adjourn. Silvius seconded the motion.
Voting Yes: Foy, Heelan, Silvius and Humphrey. Voting No: None. Motion Carried.
