Minutes

A meeting of the Ogallala Board of Health was called to order at 7:33 P.M. by Chairman Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska. Members present: Dr. Paul Foy, Mary Lou Heelan, Glen Silvius and Acting Secretary Rod Kolsrud. Also present was Ogallala Police Department Code Enforcement Officer Eric Troxel. Absent was Dr. Kurt Johnson.

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

Mary Lou Heelan moved to approve the minutes of the May 17, 2005 Board of Health meeting and the motion was seconded by Foy. Voting Yes: Foy and Heelan. Voting No: None. Motion carried. Abstain: Kolsrud, Silvius.

Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium. Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting.

Discussion was held pertaining to properties of concern: Officer Troxel presented Code Enforcement Activity report for the month of May with special attention to working on properties located in the Northwest Trailer Court having broken windows and being unsecured, as well as an empty building located on South Spruce Street. Property owners will be contacted regarding securing their property. Barking dog complaints were also discussed along with properties involving weed complaints.

Discussion was held regarding unwanted birds roosting in trees within the city limits and it was the general consensus of the board members that it should be up to the property owners involved to find the best solution at this time.

No further business to come before the Board, Heelan made a motion to adjourn, seconded by Silvius. Voting Yes: Foy, Heelan, Silvius, and Kolsrud. Voting No: None. Motion Carried.
