Ogallala Board of Health
Meeting
November 15, 2005
A meeting of the Ogallala Board of Health was called to order at 7:33 P.M. by Chairman Dr. Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska. Members present: Dr. Paul Foy, Mary Lou Heelan, Glen Silvius, Dr. Kurt Johnson, and Acting Secretary Rod Kolsrud. Also present: Ogallala Police Department Code Enforcement Officer Eric Troxel.
Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.
A motion was made by Mary Lou Heelan to approve the minutes of the October 18, 2005 Board of Health meeting; seconded by Dr. Foy. Voting Yes: Dr. Foy, Mary Lou Heelan and Kolsrud. Voting No: None. Abstain: Glen Silvius and Dr. Kurt Johnson. Motion carried.
Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium. Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting.
Discussion was held pertaining to properties of concern: Officer Troxel presented Code Enforcement activity for the months of September, October, and November.
Discussion was held regarding a trailer house located at Erlewine Trailer court that was reported to be infested with cockroaches. Officer Troxel reported that Ken Knoepfel had given notice to the trailer owner to eradicate the cockroaches from the trailer and the trailer was to be moved within two weeks. Jobe Castor apparently had ownership of the trailer and had transferred the ownership of the trailer to Joe Malone, who was taking action to eradicate the cockroaches before moving the trailer. It was the consensus of the board to have Officer Troxel check further with Ken Knoepfel about the status of the trailer and to see that the cockroaches were eradicated as soon as possible.
Discussion was held pertaining to the Tim Chandler property located at 201 South Spruce Street in Ogallala. Officer Troxel reported that after checking with Jim Thalken regarding the title search for the property, Tim Chandler is still listed as the owner, with the property taxes being paid through 050405. Dr. Foy made a motion that Kolsrud check with the courthouse to see exactly who is actually paying the taxes on the property so that the proper ownership and responsibility for the property could be determined. The motion was seconded by Dr. Johnson. Voting Yes: Dr. Foy, Dr. Johnson, Mary Lou Heelan, Glen Silvius, and Kolsrud. Voting No: None. Motion carried.
Discussion was held pertaining to tall weeds on UPRR property along the tracks through Ogallala, and the possibility of the weeds being a fire hazard. It was the consensus of the board to have Officer Troxel contact the UPRR to see about getting rid of the weeds.
No further business to come before the Board, Dr. Johnson made a motion to adjourn, seconded by Mary Lou Heelan. Voting Yes: Dr. Foy, Mary Lou Heelan, Glen Silvius, Dr. Johnson, and Rod Kolsrud. Voting No: None. Motion Carried.
