Minutes

 

A meeting of the Ogallala Board of Health was called to order at 7:30 P.M. by Chairman Dr. Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska.  Members present:  Dr. Paul Foy, CJ Poltack, Mary Lou Heelan, and Secretary Dave Kling.  Absent: Dr. Kurt Johnson.  Also present: Ogallala Police Department Code Enforcement Officer Eric Troxel.

 

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

 

A motion was made by Poltack to approve the minutes of the February 21, 2006 Board of Health meeting, seconded by Heelan.  Voting Yes: Dr. Foy, Heelan, Poltack and Kling.  Voting No:  None.  Absent: Dr. Johnson.  Motion carried. 

 

Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium.  Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting. 

 

Officer Troxel presented the Code Enforcement Activity for February to April 2006.  Discussion was held about the Northwest Trailer Court property.  Officer Troxel advised that Ralph Kirkwood was given 2 more ordinance violations in February and March.  It was agreed to call Kirkwood in front of the Board to see if anything can be done to insure that his name does not show up on Code Enforcement Activity every month. Officer Troxel will make contact with Kirkwood and tell him his presence is requested at the May Board of Health Meeting on May 16, 2006.

 

Officer Troxel talked about the Albert Jimenez owned property at 517 Platteview.  Officer Troxel told the board that Jimenez is living near Paxton, but he has had recent contact with him and Jimenez said that he is still working on bringing the property within code. Officer Troxel said that he has seen some progress, but there is still some work to do.

 

Further discussion was held pertaining the Tim Chandler property located at 201 South Spruce Street in Ogallala.  Officer Troxel said that he was contacted by Chandler in mid-March and told that 2 subjects, Kyle Aufdengarten, of Brule and Joe Roberts, of Big Springs, have agreed to do some cleaning of the property and securing on the building for use of the building.  Officer Troxel and Chief Kling both advised that they have seen progress at the building.  Officer Troxel was directed to contact the subjects and request that they get the tall weeds mowed to the south of the building.  Chief Kling told the board that he had contacted Clark Foster of KLH Retirement and asked about the foreclosure.  Foster said that he had been contacted by the Keith County Treasurer or Accessor about a payoff amount.  Foster said that he did not know why, except that someone may want to pay the back taxes.  KLH has not received any payment yet; however they have decided to not start the foreclosure process until June, in expectation of a payment.  Foster said that KLH has until September 3, 2006 to start the foreclosure procedure. 

 

Discussion was held regarding other properties of concern.  720 West D Street was mentioned and Officer Troxel advised that he was already working with the resident, Shawn Gorham, about cleaning up the property.  Some torn down trailers at L&L Court were brought to the attention of the board.  Officer Koch is already working on the mess after receiving a report of damage to a vehicle at the court by blowing debris.

 

No further business to come before the Board, Kling made a motion to adjourn, seconded by Heelan.  Voting Yes: Dr. Foy, Heelan, Poltack and Kling.  Voting No: None.  Absent: Dr. Johnson.  Motion Carried.
