Minutes

 

A meeting of the Ogallala Board of Health was called to order at 7:32 P.M. by Chairman Dr. Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska.  Members present:  Dr. Paul Foy, Dr. Kurt Johnson, and Mary Lou Heelan.  Absent: CJ Poltack and Dave Kling.  Also present: Ogallala Police Department Code Enforcement Officer Eric Troxel and Ogallala Police Department Lt. Rod Kolsrud.

 

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

 

A motion was made by Heelan to approve the minutes of the April 18, 2006 Board of Health meeting, seconded by Foy.  Voting Yes: Dr. Foy, and Heelan.  Voting No:  None.  Abstain from vote:  Dr. Johnson.  Absent: Poltack and Kling.  Motion carried. 

 

Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium.  Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting. 

 

Officer Troxel presented the Code Enforcement Activity for March to May 2006.  Discussion was held about the Northwest Trailer Court property.  Officer Troxel advised that progress has been made on two of three trailers.  Discussion was held about Officer Troxel constantly having to contact Ralph Kirkwood about the Northwest Trailer Court properties being in violation.  A motion was made by Heelan that a letter be sent to Mr. Kirkwood, requesting his presence at the next Board of Health meeting on June 20, 2006 to discuss the constant problems with the properties.  The motion was seconded by Dr. Johnson.  Voting Yes:  Dr. Foy, Dr. Johnson, Heelan.  Voting No:  None.  Absent:  CJ Poltack and Dave Kling.  Motioned carried.

 

Officer Troxel reported that progress has also been made on the property at L & L Trailer Court and the properties have been cleaned up. 

 

Officer Troxel talked about the Albert Jimenez owned property at 517 Platteview.  Progress has been made on cleaning the property and the trash has been picked up.  Improvement has been made, but there is still some work to do.

 

Officer Troxel talked about the property of Shawn Gorham at 720 West D Street.  The lawnmowers had been cleaned up and removed and progress has been made on cleaning of the property. 

 

Officer Troxel reported that he had been made aware of a possible violation on the Bill Jehorek property located east of the City tree dump and shooting range involving several vehicles and trailers and tires piled up.  Jehorek was in the process of cleaning up some of the items and was working on bringing the property within code.

 

Further discussion was held pertaining the Tim Chandler property located at 201 South Spruce Street in Ogallala.  Officer Troxel reported that a lot of progress has been made on the property and work is on-going.  A lot of the vehicles have been moved and the weeds mowed and the building has been secured. 

 

Discussion was held regarding a house in the 200 block of West 7th Street, where several feral cats had been reported to be living underneath the house.  Officer Troxel is to contact the owner of the property to see if the property can be boarded up or otherwise secured to keep the animals out. 

 

Discussion was held regarding the property of Big Mac Marine in the 1100 block of North Spruce.  Some of the siding has been blown off the north side of the south building exposing the wood underneath.  It appears the wood underneath may have some damage.  Officer Troxel is to contact the responsible party for the property at Pinnacle Bank. 

 

No further business to come before the Board, Dr. Johnson made a motion to adjourn, seconded by Heelan.  Voting Yes: Dr. Foy, Heelan, and Dr. Johnson.  Voting No: None.  Absent: Poltack and Kling.  Motion Carried.
