Ogallala Board of Health
Meeting
July 18, 2006
A meeting of the Ogallala Board of Health was called to order at 7:30 P.M. by Chairman Dr. Paul Foy in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska. The meeting was convened in accordance with the Open Meetings Act. Members present: Dr. Paul Foy, Dr. Kurt Johnson, Mary Lou Heelan, CJ Poltack and Dave Kling. Absent: None. Also present: Ogallala Police Department Code Enforcement Officer Eric Troxel.
Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.
A motion was made by Heelan to approve the minutes of the May 16, 2006 Board of Health meeting, seconded by Kling. Voting Yes: Dr. Foy, Dr. Johnson, Poltack, Kling and Heelan. Voting No: None. Absent: None. Motion carried.
Public Forum: Dr. Foy opened the public forum and invited any individual wishing to speak to the board to come to the podium. Dr. Foy advised that the Public Forum would remain open for the duration of the public meeting.
Officer Troxel presented the Code Enforcement Activity for May, June, and July 2006.
Discussion was held about the Northwest Trailer Court property. Co-owner Ralph Kirkwood was present at the request of the board. Kirkwood stated that he is trying to get problem tenants out of the court and has been working to take care of some of the problems outlined in the letter the board had sent him. Officer Troxel advised that he has seen some progress. Kirkwood advised that each trailer is to supply its own trash pickup although some do not. Kirkwood asked about tenants that leave items when they move out. Direction was given to Kirkwood in this area. Kirkwood also agreed to supply Officer Troxel with a list of tenants living in the court.
Discussion was held on the Jehorek property near, the Ogallala City Tree Dump. Officer Troxel said that improvement has been made here and he would continue to monitor the property.
Discussion was held in regards to properties along Highway 30 that may need some attention, due to weeds. The building that used to house The Mercantile on west Hwy 30 and the Bowling Alley were mentioned. Officer Troxel advised that he would contact the responsible parties for both. Other properties around the town were brought up by board members, including Alma Schulz, Sean Kelly, the old Midwest Motel, and the 500 block of West 9th. Officer Troxel advised that he would contact the responsible parties for these properties as well.
No further business to come before the Board, Poltack made a motion to adjourn, seconded by Dr. Johnson. Voting Yes: Dr. Foy, Dr. Johnson, Poltack, Kling and Heelan. Voting No: None. Absent: None. Motion Carried.
