Ogallala Board of Health
Meeting
September 18, 2007
A meeting of the Ogallala Board of Health was called to order at 7:31 P.M. by Chairman Buck Bassett in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska. The meeting was convened in accordance with the Open Meetings Act. Members present: Buck Bassett, Mary Lou Heelan, Dr. Kurt Johnson and Dave Kling. Absent: Dr. Paul Foy. Also present: Ogallala Police Department Code Enforcement Officer Eric Troxel.
Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.
Public Forum: Bassett opened the public forum and invited any individual wishing to speak to the board to come to the podium. Bassett advised that the Public Forum would remain open for the duration of the public meeting.
A motion was made by Heelan to approve the minutes of the August 21, 2007 Board of Health meeting, seconded by Johnson. Voting Yes: Bassett, Kling, Johnson and Heelan. Voting No: None. Absent: Dr. Foy Abstain: None. Motion carried.
Dr. Foy arrived at 7:32 p.m.
Officer Troxel presented the Code Enforcement Activity for August/September 2007.
Discussion was held in regards to the Bernie Lee’s dog. The dog has been called in several times for barking/nuisance. Chief Kling advised that board that Lee has been cited twice for the offense but has not been to court yet. Discussion was also held about Lee’s dog biting several subjects. Chief Kling advised that Lee is due in court soon and he would try and do some follow-up.
Kling made a motion to move the meeting start time from 7:30 pm to 7:00 pm, seconded by Dr. Foy. Voting Yes: Bassett, Kling, Foy, Johnson and Heelan. Voting No: None. Absent: None. Motion Carried.
Dr. Foy made a motion to start having the meetings every other month during the fall, winter, and early spring unless a special meeting is necessary, seconded by Dr. Johnson. Voting Yes: Bassett, Kling, Foy, Johnson and Heelan. Voting No: None. Absent: None. Motion Carried.
No further business to come before the Board, Dr. Foy made a motion to adjourn, seconded by Kling. Voting Yes: Bassett, Kling, Foy, Johnson and Heelan. Voting No: None. Absent: None. Motion Carried.
