Minutes

 

A meeting of the Ogallala Board of Health was called to order at 7:02 P.M. by Chairman Buck Bassett in the City of Ogallala Administration Building, 411 East Second Street, Ogallala, Nebraska.  The meeting was convened in accordance with the Open Meetings Act. Members present:  Buck Bassett, Mary Lou Heelan, and Dave Kling.  Absent: Dr. Paul Foy and Dr. Kurt Johnson. Also present: Ogallala Police Department Code Enforcement Officer Eric Troxel.

 

Notice of the meeting was given in advance by publication in the Keith County News, the designated method of giving notice. Notice of the meeting was delivered to members of the Board of Health by hand delivery of an Ogallala Police Officer.

 

Public Forum: Bassett opened the public forum and invited any individual wishing to speak to the board to come to the podium.  Bassett advised that the Public Forum would remain open for the duration of the public meeting.

 

A motion was made by Heelan to approve the minutes of the September 17, 2007 Board of Health meeting, seconded by Kling.  Voting Yes: Bassett, Kling, and Heelan.  Voting No: None. Absent: Dr. Foy and Dr. Johnson Abstain: None. Motion carried.

 

Officer Troxel discussed a week long training he had recently attended in Kansas City presented by the National Animal Control Association.

 

Dr. Foy arrived at 7:04 p.m.

 

Officer Troxel presented the Code Enforcement Activity for September to December 2007. 

 

Discussion was held in regards to the Gerardo Ortiz property at 1314 East 4th Street.  The notice sent to Ortiz by the city to bring the property up to code, or demolish it, was returned unclaimed.  A public notice was put in the Keith County News to run the weeks of December 17th and 24th.  After that time a sixty day waiting period for a response by Ortiz commences.  If the property is not brought up to code or demolished by that time, the city will begin demolition at the earliest possible time.

 

Discussion was held in regards to 310 East 6th Street.  The board was advised that Alex Kimmons was fined $100 and court costs for not cleaning up his yard.  Officer Troxel advised that progress has been made on the property.

 

Discussion was held in regards to 201 South Spruce Street.  Officer Troxel advised that he had spoken with Joe Roberts who told him that he had hired a person to assist in the cleaning of the property as Roberts is in ill health.

 

No further business to come before the Board, Dr. Foy made a motion to adjourn, seconded by Heelan.  Voting Yes: Bassett, Kling, Dr. Foy, and Heelan. Voting No: None. Absent: Dr. Johnson.  Motion Carried.
